. whether that can be achieved is still very much up in the air. as of right now, president obama has gone back to his original demand that the bush era tax cuts be extended only for the first $250,000 in earnings. the white house is talking to senate democrats about what their proposal may look like. but as of yet, neither is in communication with congressional republicans. and as the white house hashes out details of the reid plan with senate democrats, it's at this moment unclear exactly what form it will take, what it will look like, other than to deal no doubt wheith tax cuts. details may not be released for a few days as they try to get republican support, yes, but also try to put pressure on speaker boehner by moving a vote in the senate closer to the new year. trying to say to house republicans and the speaker take up this bill that we may pass or take the blame for going over the fiscal cliff. joe. >> brianna keilar in hawaii there. there's a fight over what programs to keep funding when it comes to the fiscal cliff and it's not just between republicans and democrats. to explain t

to george w. bush, 79- 93% of the residential nominees were confirmed. under president obama's administration, a discipline not right for the senate to just block nominations and never vote on them. but that has become part of the routine obstructure. i do not think robert byrd would have put up with that. that is a change. -- should be changed. there is a story that illustrates so much of what david said about byrd being a complex figure. senator byrd was extremely complex. he is a very proud man. he was very sure and how he wanted to be treated. he had this relationship with carter. they worked together on a lot of things. that relationship was torn the night of the hostage rescue mission. senator byrd was in the white house that night at the oval office of carter. carter outlined the idea of the mission without telling byrd. that was such a betrayal, it was simply a horrible mistake by carter to have not told senator byrd, who had done so much for him. that tore the relationship. >> byrd worked so hard for carter and for carter not to tell him, you're absolutely right. he

. and, fundamentally the concerns people have right now have to do with the fairness of the political system and the fairness of the economic system. that is the realm in which i think obama had an upper hand and played that. mitt romney making statements about 47% helped him in that regard it is not about class resentment. it is not middle income class and lower income resent middle- class people but the to the system as unfair. that the way benefits are distributed is unfair, and they want to see a system move in the direction of fairness. i think that theme played very well to obama and helped to overcome the headwinds he faced in that respect. but if it is there in a review of the election. then what i would like to do is open it up to more of a conversation and more of a question and answer. there are a lot of other things we steady besides voting and what voters decided. we study technology and how it is changing the way people engaged with campaigns. we study a lot about survey research as a practice going on. i am open to talking about those as well. >> thank you. but desperately needed equipment which we found in chicago and shipped out right away in order to get the past service back up and running. that said there's a great deal to be done. president obama's request for disaster assistance seeks $60.4 billion for recovery and mitigation. department of transportation shared request,$.7 billion and of that $11.7 billion the majority portion directly support the effort to repair and replace the effect of public transit infrastructure and make it more resilience. these funds would be administered through the new public transportation emergency relief program and i want to thank you for your leadership in establishing this program just a few months ago. the administration requested in its budget, you may recall i testified on its behalf before the committee in may of 2011. we are grateful to the senate appropriations committee for responding to the president's request for aid under this program. the support of both committees was timely as the new emergency relief program strengthens the authority to provide financial disaster assistance to transit agenci
